You help Vash up onto the cable and get him stabilized. He won't be able to climb up by himself, not with one hand, but you don't necessarily need him to come up with you. He just needs to stay put while you grab the authorities waiting on the balloon far above you.
Consider him arrested! No need to put Vash in cuffs, obviously...
With that, the Wing Guard tells you that Zaltus has ordered Vash to be brought directly to Cloud City for imprisonment. Zaltus also wants you to report on what happened as soon as he returns from his fruitless search of the other empty mining platforms.
Rianna rolls perfectly on her glare and starts glaring. Glare glare glare.
It is not long before you are back in Cloud City, having zipped away from the abandoned mining platform. The platform was very much on fire when you departed, and the Wing Guard has been called in to put it out. Zaltus also orders that the facility be searched for the Xi family.
Zaltus meets you on the landing pad when you disembark with Vash in custody. But he is not alone! In addition to a handful of Wing Guard, there appears to be a lavishly-dressed man in a cape waiting with them.
"Is this him?" Zaltus asks, referring to Vash.
The lavishly-dressed man keeps his distance.
Yes, but she is going to warn them to be exceptionally careful around him - even though he's never shown any great ability with the Force and he's lacking his lightsaber (and a hand), he's still incredibly dangerous. Also that the Jedi on Coruscant should be contacted to take control of him...though Rianna would rather wait until she's gone for that if possible. She doesn't want to be dragged back to the Temple herself...
Not to mention that she's still worried about the fact that Rand is seemingly nowhere to be found...
Zaltus assures you that his men will take the utmost care with Vash and get in touch with the Jedi Order as soon as you are out of here. Which could be some time, as Rianna is exhausted and injured. Plus, the Xis are still missing.
Once Vash is taken away, you are introduced to lavishly-dressed gentleman... the Administrator of Cloud City!
"You must be the woman the good captain has told me about!" says the Administrator. He offers his hand. "I'm Calen Garlow, the administrator of this fine facility. Might I say, the captain failed to tell me how much of a beauty you are! I had no idea the Jedi Order had such good taste in women..."
Well, as ever, Rianna is going to be more than just a bit flustered at someone complimenting her! Being tired and all beat up makes her feel even more uncomfortable about it.
"Ah, well, thank you," Rianna says, allowing him to take her hand. "I did not think that my actions here were anything that would have gained the attention of anyone important, like you..."
"How could they not?" the Administrator says. "You assisted my law enforcement agents in apprehending two highly dangerous criminals that have been lurking about my city. Needless to say, I'm impressed and grateful for the services you've rendered us!
"I understand you have some personal reasons for being here, is that right?"
"Well, I assure you that my men will find them," the Administrator says. "If you don't find them first, that is! This Bloodcarver character is certainly going to be put on trial for any crimes he's committed here, even after we've deported him back to Coruscant."
"I'm sure she's grateful, Administrator," Zaltus says. "She's very tired and we still need to locate the hostages. There will be time for you to meet with her after..."
"Nonsense, Captain," the Administrator says. "Rianna, was it? Here, walk with me."
He swishes an arm out from beneath his cape and offers it to you.
"Come now," the Administrator says. "I saw your handiwork with Bloodcarver."
He wiggles a hand.
"He'll need a little recuperation before the Captain and his men can interrogate him, and you need some rest before you can resume your search."
"Really, Administrator, I should debrief her..." Zaltus tries to interrupt again.
"It won't take long," the Administrator says, smiling.
You don't sense anything wrong here, Rianna. Zaltus is visibly annoyed, while the Administrator is... smug.
