I'm mostly talking about regions as opposed to nations anyway, in an arbitrary manner, so if you think there is warrant for it, be my guest. (I.E. Ukrainians, Russians = Eastern Europeans) Japan and China though, definitely not. Separated by an ocean.Ukraine and Portugal were at least part of the USSR and Spain respectively one point.
I think anyone from Portugal or Ukraine would feel like slapping you right now.
How about Koreans and Chinese? No ocean separating them.
Are they the same?
Turks and Arabs. No ocean, they share the Middle East. Are they the same?

Turks come from Central Asia/Western China. They speak Turkish, a Turkic language.
Their one major commonality is that most of them adhere to Islam. Otherwise they're completely different.
