Probably not, because the Empire had just formed during the events of ROTS.

The Ultimate Visual Dictionary (a reference guide that takes place up to the Legacy-era) refers to the Galactic Empire as "the largest military build up in galactic history." In addition, the Empire reigned supreme uninterrupted for twenty years. Meanwhile, the Galactic Alliance is constantly beset by wars ranging from the Yuuzhan Vong to the Second Galactic Civil War that saw the mobilization of armies and fleets from the Confederation and Imperial Remnant, which tends to see the destruction of vessels. 😉

The number of Jedi depends when we're talking about. By the Legacy era's attack on Ossus, there's definitely over a thousand, perhaps a couple thousand.

The largest military build up is a vague quote however; presumably it means that the militarization between the PT and OT was the largest in history, but what's the time limit for a build up? Because the GA fleet would be the result of many decades of militarization from war; does the Visual guide take all of that into account as one build up?

The GA definitely has more advanced technology (I believe especially in the realm of turbolasers?) but the Empire was free to build up its forces relatively unopposed when it ruled the entire galaxy. Meanwhile, the GA doesn't control the same breadth of territory and has been constantly wracked with conflict that depletes its forces.

Yeah, their turbolasers have like, twice the range or something. However, I'm not sure if thats very widespread technology yet. I recall Jacen had it on his Anakin and was cheesing his way to victory with it just because no one could hit him and he could hit them, but I'm not sure if it was distributed to other ships.
