Personally, I place Cap and Bats on about the same level, which is upper level, but beneath the elites like Daredevil, Elektra, Cassandra Cain, Bronze Tiger, Lady Shiva, Shang Chai...
In other words, Cap and Bat are as high as you can go without matrix style bullet dodging, of which both Cap and Bats can not do. (They both have a few examples, but like one or two examples max over their entire history..)

Hal can fight. In the v3 run, he skillfully dodged two thugs coming at him with ring created chainsaws, and took his and guys rings off of them.
Yeah, they were below even novice ring slingers, but it was still two chainsaws.
Castle wins, but it won't be a stomp, because of Hals will if no other reason.
