Thing is, while individually the JSA and X team members are all relatively formidable, X-Force has the feats, writing and demonstrated mindset to back up the notion that they are deadlier and fight to their tactical advantage. In this case, with the basic information that Citizen Steel is a supreme tank, they'd have Psylocke take him out from the get go. Her psychic blade ignores armor and durability and just passes through to annihilate the minds it touches. I'd also argue probably for Psylocke against any of the JSA's team members in an individual match, so I don't see this tactic really getting delayed.
Without Citizen Steel being a deciding factor, the match weighs pretty heavily in favor of the mutants: despite the edges afforded by Hawkman, Stargirl and others, the muties remain equal combatants with equal (though different) edges and, still, deadlier and all around more competent fighters.

For what it's worth, I also don't see Wolverine piercing kryptonian skin, Citizen Steel or other similarly durable beings. Scratches at best. Adamantium possesses the necessary hardness, but Logan lacks the adequate force, until further notice shows otherwise.

If both teams know each others powers, the same could be said about JSA. Hawkman could TKO Betty with the Claw. And King Chimera could cast a bunch of illusions to throw off X-Force. Which is by bending light and sounds around him, so they'll be fooled.

Right, well, if Lord Feron intended for Hawkman to have the claw (which, frankly, I doubt) then this becomes a much more interesting discussion.
Short of that, X-Force wins. They have the necessary tactical advantages to neuter JSA's superior firepower, and they have the mindset and skill set to employ that advantage properly.

Correct, I did not want Hawkman to have the claw. Didn't think the fight would require it. Sorry if people assume it is standard equip. In this fight he does not have it.
