I see the hulk fan boys are still out trolling this thread.This is an inexperienced magik using her scrying pool that can basically view anything anywhere. She ports into limbo and directs the battle from there, she views the battlefield and just teleports hope and peter all over the place. She is way more experienced now. and doesnt even need the pool usually.
So now u have a juggernaut w/ nightcrawlers powers on top of hope who has everything else. So now hulk can't even touch pete since time moves way faster in limbo and magik can see every punch coming at her brother...if you look at the scan you will see magik manipulating matter as well making clothes out of nothing. The reason we dont see this often is because a fully powered magik is boderline retarded written w/o pis especially if she is in a team setting like this. people think she is nightcrawler w/ a mystical sword.
Magneto gathers all the metal around and magik teleports it inside Hulk's brain ( plans 8 and 9)

A small number of people can still shout pretty loudly.
And most characters only have about a half dozen supporters in a debate at best, anyway.

With Magik, as long as she reappears on the battlefield within a short time, she should be fine.
So there you have it. She goes into Limbo, does her attacks (with Cyclops for battle tactics, using their enhanced perception speed) then pops out back into the battlefield. A few seconds out of our dimension would be like minutes (maybe hours?) in Limbo, which is loads of time for someone like Cyclops to formulate plans and react to the Hulk.

Most battles would follow the same pattern, flyer A immediately takes to the outer reaches of the atmosphere and rain down blasts until they have either burned themselves out or their opponent is done, meaning someone like Thor or Superman will always win by default.
It's why we take in to account character's personality and traits. Hal Jordan might not go h2h with Hulk, but Superman would, for instance.

Regardless of fairness, we go by how the character most likely acts during a fight due to their character/past experiences. It might not be necessarily fair, but neither would grounding Hal and forcing him to go hth with Hulk either.
here is an example of how limbo time works. She is tasked with setting the table. being the lazy demonic ruler she is, she dumps the table into limbo and it pops out instantly all done courtesy of her demonic pets.
plus she herself can manipulate time hence the time travelling so time is not a problem for the x-men w/o PIS. they can even heal themselves in limbo and pop back on earth in less then a minute.
