I agree that Naruto will not go full cloak. He pretty much did against Neji (Naruto said he felt that his Kyuubi chakra was "more" than what he experienced during his training with Jiraiya...so that as the most Kyubi chakra he had pulled out up to that point), however, I think a full one tails cloak is what is in order. Naruto had something to prove against Neji...and not just a "rivals" prove: Neji had beaten down his woman, talked down to her, and acted like a punk b*tch.
So I do not see Naruto going a full one-tail cloak against Sasuke: he has no motivation. When he did against Sasuke a VotE, it was due to Sasuke leaving Konoha: a very strong motivation.
If we turn CIS off, Naruto goes one tails, WTF ROFL stomps Sasuke, and becomes the Chunin exam winner. I do not like turning this particular CIS element off, however. It just does not seem right/correct. Naw wut I mean, bro?
So Naruto does not go full cloak (one tails), he may not even go any cloaked form, and Sasuke still fights with his abilities. Therefore, Sasuke wins 10 out of 10.
Well Naruto going 1 tail was an accident. I believe, judging by this scene, the Kyuubi just forced it on Naruto. Which would make sense, considering Sasuke had stated that he would kill Naruto and Kyuubi wouldn't wanna die.
So I don't think 1 tail is out of the picture. The chakra used against Neji is possible though. Granted, Sasuke's sharingan might evolve to counter it. Or CS.
Coming down to techniques though, Naruto has no counter to any of Sasuke's moves. Sasuke is vastly more familiar with Naruto and his clones than Neji(giggity) and wouldn't fall for the tricks as easily. Katon, Shuriken techs, and Chidori if it does get too bad.
All in all, Sasuke has more of the edge. He will after all be moving at speeds that Naruto sucks against.

Even if he doesn't go full-cloak I think Naruto would go Initial Jinchūriki Form, if he had too to win. And IIRC Sasuke was only doing so well because he was partially using the Cursed Seal.

And he wasn't really using the CS. Not at the moment. He was using it for a bit but Naruto was emo so probably wouldn't have been able to fight off normal Sasuke.
But, CS is probably above Initial Mode.

He wasn't using CS until Naruto was being emo, which I think played a big part in things. Naruto probably wasn't able to fight anyway.

Apparently 3-Tomoe Sasuke is roughly equal to CS1 Sasuke, going by the statement in the 2nd panel. Considering 3 Tomoe Sasuke made Naruto look downright pathetic, CS1 Sasuke would probably do the same.
At the time of the Exam, Naruto had access to an arguably weaker Initial Mode and Sasuke did have CS1. These things would only come into play later into the fight though, if at all. Sasuke using Lee's speed has a good chance of knocking Naruto out before it gets that far.

Well, no. The seal depends on how much Sasuke wants to keep it sealed. And Sasuke's speed completely destroyed Gaara. Unless you mean Sasuke vs Monster Gaara, in which case the speed did help him. Being doubled over in pain from both being out of chakra and using the CS was what caused him to fall against Gaara.

Being able to see an attack is worthless if you can't dodge it. Sasuke did. Naruto on the other hand, had to resort to quick uses of Shadow clones to dodge attacks from a stationary Gaara. When Gaara actually charged at Naruto, the amount of pwnage was plentiful.
Now, whether or not Kakashi would stop the fight is interesting. It is plausible but for the purposes of the thread, it is denying Sasuke a legit ability. Granted, I think Sasuke would beat Naruto into submission before then but that is just me.
Considering the options were: 1. Continue using attacks that don't work and eventually die. 2. Trying to run but certainly going to be chased down and killed. 3. Try his luck at a last ditch effort to incapacitate him.
Option 3 was the only one that didn't immediately lead to death. There were no other options left to him.

He will. But Sasuke is both accustomed to Naruto's clones and fast enough to deal with them. Remember how quickly Lee pwned Naruto? Same outcome, more than likely. Lulz Naruto beating up on an injured Gaara doesn't mean much to me. Not to mention, he will have less of a reason to use that much chakra against Sasuke.
1. Naruto has not showed 1 tail at this point. And it's probable that Kyuubi forced him into the mode, rather than Naruto calling on it.
2. Getting rid of Sasuke's CS1, a technique that he has used at this point, does gimp him.
Maybe he did not have a explosive tag on him at the moment? Maybe Sasuke reasoned that his speed would not be enough to get to Gaara's weak point? Maybe Sasuke thought since his fire didn't work, explosive tags weren't likely to work.

Incorrect. We know Feral IM is faster than Sasuke. The calmer IM is demonstrably not.
Also, I have no desire to continue this. Your bias is showing and it makes me lose my interest. Naruto can win the fight but he would have to use IM(either but probably the Feral mode would be preferable) in order to do so. Sasuke using CS1 is arguably above the IM but prolonged uses of it does have detrimental effects.
Still, Naruto is below Sasuke in speed, jutsu, and intelligence when both are at Base. Going by these odds, Naruto will pull out fewer victories than Sasuke. Probably.
