That's not the stretch: the stretch is Naruto's appearance. I thought you were referring to his extended nails, teeth, eyes, and cheeks appearing more "wolfman" like.
Of that, I would disagree because Naruto appears to have pulled out more Kyubi chakra against Neji than at any other point up to that fight. Not only is it physically more, it does damage to the ground around him thus proving that he really did release the most Kyuubi chakra, up to that point.

It doesn't matter that you're going to arbitrarily decide that his Kyuubi chakra releases in the woods and against Haku are greater than against Neji: what actually matters is what we see. We literally see a far greater display of that chakra AND of the affects it has on the environment around him: note that it is greater here than at any previous point.
I would be fine with your opinion/position on this, despite it being arbitrary, if Naruto had showed "just as much but no more" but he didn't. He clearly expressed a crap ton of more chakra against Neji than in the woods or against Haku. That's on panel, not arbitrary.

We have to take a step back and think. IS this more chakra than when he fought against Haku and when he lost it in the woods? CAN we extend his statement to "more than any point prior"? Why, yes, yes we can.
In other words, this isn't a question of opinion. We hvae on panel evidence that visually shows us which is greatest (up to that point) and it is hands down the fight against Neji. That's not an opinion, that's a fact.

Go by which looks most impressive, you might have an argument. However, going by feats, Ferral Kyuubi Mode is leagues above it. It heals faster, offers greater strength, and allows him to pwn Sasuke, who is demonstrably faster than Neji.
And no, I can't consider Naruto referring to those other times to be implied. Naruto barely remembers them, so it's not like he can compare. The time during training he pulled out a small amount and during the fight with Neji, he pulled out more.

I respectfully concede the point. That's much more chakra because the ground and chunks are flung even more so.

I really don't see her ever beating either of them when they're fresh, ever.
To be honest, she's weaker than most S-ranked ninja in the series I can recall.
The other Kages actually make her look bad as well. Especially Onoki, but ****, Onoki makes everyone look bad.
