It's not a comparison. One has to do with durability, one has to do with how much power they can channel through themself.

What happened to Surfer wasn't physical and had little to do with power level (minus Surfer's own power level)
What happened to Hulk was
It's like saying Surfer is millions of times stronger than Hulk because he can easily (or could) drain him of his power, when that actually has to do with energy manipulation, as opposed to raw power
