To be fair though there is also a page before that where it seems Arm'Cheddon initially blasts Surfer with the same cosmic blast that he hits Hulk with, Surfer is hurt and then it continues into scans posted where Army states he is going to manipulate Surfers powers.

He blasts Surfer with his eyes then in the panel below that is where he explains he is going to basically overload Surfer and you clearly see Norrin surrounded by more power as he is pumping more into him.
