The chances of that are low. Jelena is seeing this more than you, but the government and the company are very closely intertwined. The corporation is in charge here.

Senators Lobs thinks it would take a lot of work to get the Corporation to drop half their enlisted mercenaries.
The mercs will stick around so long as they are paid. He thinks they can keep it up awhile, if other things are expensed.
"Like the miners' wages," Jelena says. "We will just have to see what the negotiations bring, then. I cannot conjure up solutions without input from both parties, nor is that my purpose here anyway."
Jelena will drink some water or other refreshment while Lobs takes her into the city on his speeder. Can she see anything of importance down below? Any people in the streets (riots, etc.)?
"I just want you to take a long, hard look at these people," Hardrew says. "Their conditions are appalling and their wages are lower than other Republican mining worlds. They work hard and the government owes all it controls to these people. And their wages are at stake in this situation. They stand to lose what they earn if the Mantooinian blockade continues, and the Festan Corporation doesn't back down."

Indeed, serving as mediator does not meaning giving solutions to the Mantooinian-Festan problem. It just means bringing them to the table and maintaining civility. You are here to observe and keep order, if needed.
Senators Lobs just sighs as the speeder carries along to his apartments. When the ship lands, you are ushered inside.
The plainness of the exterior is misleading. Senator Lobs has every luxury here! In contrast to the gray building and the white environment, everything in here is a warm red, and everything is plush and comfortable and inlaid with precious metals.
"Make yourself at home," Senator Lobs says. "Your quarters should be ready shortly."
Jelena will make herself at home, dropping off what few things she has in her room once its ready and just strolling the property to get familiar with it.
"Suites befitting someone of your position," she'll say to the Senator if he is still around. "Is the rest of Fest so decorative?"
After pleasantries, she'll get down to questions about the Mantooinians, wanting to know what he thinks she should know for the observation. She is not meant to partake but she wants to know what is going on.
Jelena will state that she has sat in on many diplomatic sessions as an observer, and that she has actively negotiated on the behalf of the Jedi Order and the Republic.
"I only wish I was vested with the power to mediate," Jelena says. "I may still seek that ability, before things have concluded."
She will tell him that she did some research while still on Coruscant.
"I've learned some of their old language," Jelena says. "And my associate will be very familiar with their customs. Between the two of us, we know much."
"I will explain them at the negotiation tables one of the ideas I strongly advocate, namely that happy employees are good employees. Unfortunately, it is not the Jedi way to force ideas upon anyone so I cannot make any promises about your wages, however you have my word I will try my best to look out for your wellbeing."

The fact that you are at all compelled to support the miners' interests means much to Hardrew, Jovan!
"Come, I'll take ye back to the Senator," Hardrew says. "Unless ye'd rather stay with the miners."

You sense some distrust from him.
If I find time to send Jelena a private message, I want to tell her that we perhaps should sit together and figure how far we can go & check again why the JC hasn't informed anyone.
I will only send this message if I'm absolutely sure no one around me can hear it. Also, I would prefer to write it, that way she can check at her own convenience.
