You've seen all there is to see, so contacting the Council it is!
Master Ki-Adi-Mundi receives your call... and is much distressed to hear that their message informing the Festans and the Mantooinians did not get through. They sent messages well in advance to ensure that they were aware of your coming, to prevent any misunderstandings.
He wants to know what conclusion you have drawn from this apparent lack of communication.

Jovan- you can be present for the conversation, and are likely more irritated than Jelena about the Senator's lavish apartments after hanging out with the miners.A blockade implies that all communications are being jammed. You do not think that is being enforced, though you may wish to check.
I'll ponder over the question and say that it definitly caused annoyance, even hostility before they knew we were Jedi.
Perhaps it will boomerang back during the talks if a party finds we are chosing sides.
Yeah we wouldn't have been able to hold a conversation with either party. Unless they lifted it just in time for our arrival. Is it possible that the call was intercepted and blocked, but everything else left unjammed?
Since it led to a dogfight you could even say that whomever blocked the message was trying to get us killed.
The hostility probably won't help our position.
Jelena also wants Jovan's thoughts on the miners, since she wasn't there.
Ki-Adi-Mundi finds it likely that someone was trying to prevent your arrival.
"Find out the reason," Master Mundi says. "And find out whom is responsible. The opportunity for Fest and Mantooine to make a lasting agreement toward peace is before you. Its interruption would be a modern tragedy.
"Do you have any ideas so far?"

It seems targeted. I don't think anyone else was having comm trouble. She'll check with all parties on that. The Trade Federation's fighters went after us, and everyone threatened us over comms.
Do the other parties have star fighters?
I mean, the TF attacked us, perhaps the others couldn't (we're too nimble for destroyers I guess?) OR the TF attacked us because they were expecting us
All parties can confirm that they've had no interruptions as far as communications are concerned. They're all attempting to monitor each other's comm signals, too.
It certainly creates an uncomfortable atmosphere as to your presence, Jovan.
And yes, it was the Trade Federation that deployed fighters against you. The Mantooinians and Festans both have starfleets.

Senator Lobs doesn't want to talk about it, Jelena. You sense his discomfort at the mention of it.

I'll twirl my non-existing moustache and such to signal Jelena that there might be an extra party involved
(I really hated that cut scene in Episode III ! Apparently touching your moustache, chin and eye and doing a piroutte or whatever means you'll cut the ground beneath you...)
I will make a note that the longer you take the figure out who is manipulating events, the greater the danger becomes. Your senses tell you as much (as both of you are very attuned to the Force).
For now, Ki-Adi-Mundi agrees that patience and observance of negotiations will be the best tactic. You cannot be certain who is at fault, so you can not apprehend anyone. To do so incorrectly would mean expulsion of the Jedi from this situation.
With our Jedi heroes settled into their overly-lavish quarters, they have some time to meditate and prepare for the coming negotiations.
Is there anything you wish to do in particular, or discuss among yourselves?
