I think if Tony had said "We have a god" it would've have been as impressive because, hey - Loki's forces have a god too, himself. They have soldiers (Cap, Hawkeye, and Widow) a plenty and war machines. What they don't have is a Hulk. Its a good flashy line to say.
Banner wasn't on control the entire movie, specifically on the Helicarrier. Why would he attack Widow, Thor or smash through the ship if he was? Loki intended for Banner to lose control and as desperately as he looked like he was trying, he lost that struggle and Hulk started chasing after Natasha.

If you can't tell why the ability to hold back better applies to Thor over the Hulk, posting on this board is not a privilege you deserve.
I don't know what statement sparked this episode, but I'm assuming someone said Thor held back against the Hulk. If you know anything about either characters and the circumstances at the time, it's a very reasonable argument.
Hulk's not one to take it easy on an enemy -until they're smashed anyway- and he had even less control over himself on the Hellicarrier because Loki was influencing him (The painful and forced transformation didn't help). Thor was hampered by the environment and played directly into Hulk's strengths. We didn't even see a crackle of lightning the entire battle and Mjolnir was used sparsely.
Not even entirely sure why he went hand to hand, he certainly didn't seem to have the need to do that in his own movie like the comic version. I know he didn't really want to kill Banner or anything, but still, it'd be more effective at the very least to use Mjolnir defensively. Whatever, some liberties I guess had to be taken to make this fight somewhat interesting but compared to his own movie, Thor looked like an idiot.
