While I agree that "power" not necessarily translates into "powerful combatant" I think it is pretty clear that Palpy's Force power solidifies his combat skills. Plus "master of every weapon and every style" (?) comes to mind.

Apparently, as of Forces of Corruption, he could engulf an entire planet in lightning. The source was stated as Forces of Corruption (wookie page for Palpatine, source reference 142)
I am not sure I believe it, honestly. But according to the powahs he had (as said by the page, so do NOT take it as what I believe or as truth) he would own Bane. Oh, and he thought he could control his Storms near the end of DE, and it took Luke and Leia combining their powers to stop it.

And in any case, Sith are supposed to be stronger martially on average when compared with Jedi. That's the whole point. Exar Kun wasn't "matched" by any Jedi in his era. We don't see Revan and Malak struggling with high level Jedi. Bane, I can't speak for, but his level of power was beastly by comparison too.
Why would Leia, who at this point in her career has almost grown not at all, and Luke who is still a neophyte compared to his later self be better than any single Sith master before them? It just boggles the mind.
