Udon, the most official of the animated flicks (like the SFIV one, which ties in pretty closely with the game), and the biggest of the manga (like the Sakura one, which introduced her *before* the game she came out in to build her up) are pretty close in line with each other, with the Udon coming at the lowest of the three.
Then there's the game itself, which is basically similar, but has the odd high-end feat that stand out from the rest, exclusively by Akuma.
That's where SF power tends to cluster the most. I use Udon, because it has the fewest outliers and, well, it's also really good ^^

In Udon, the biggest feats of area destruction are Charlie's cliff drop and Rose blasting Bison into a building, for example. The manga doesn't have any as big as those two.

I don't think even Shin Bison's come close.
The problem I have with Akuma's feats isn't that they're stronger. It's that they're many orders of magnitude stronger than anyone else's, even though the weaker fighters can still fight against him to an extent.

Name one weaker character who can stand against Akuma at all. Keep in mind that Ryu only "beat" Akuma in SFA2 because Akuma was, as always, holding back.
Really... It's fairly natural progression. Chun-Li can destroy a city block with a kikouken, and it required a team of Chunny-lite characters and stronger beating on him over prolonged periods and shit to really put down Bison. Plus the aforementioned nuclear explosion.
To use an example you would be familiar with, let's say Setsuna from Negima is roughly the equivelant in relative portrayal to Chun-Li. Setsuna can destroy, at best, a fairly large building under her own power. Now let's compare that to Jack Rakan. Who vaporises a mountain accidently with a joke attack. Jack Rakan being roughly Akuma tier in portrayal.
Akuma is portrayed as one of, if not the strongest Street Fighter character. Him being able to destroy mountains or islands when those much weaker can only destroy city blocks isn't that outlandish, IMHO.
