He, Ken, Guile, and Chun-Li are in a main character lump, with him at the top of it, but any of them can give any other of them a great fight.
So the boss characters rate higher.
However by SFIII (which takes place years later), he does reach boss-tier level and could beat Juri, Bison's weaker forms, etc. strait up.
NemeBroName one weaker character who can stand against Akuma at all. Keep in mind that Ryu only "beat" Akuma in SFA2 because Akuma was, as always, holding back.

She didn't destroy a city block, she destroyed a half-dozen cars and the grown beneath them.
Here's the thing- if the big feats were correct, then he'd literally be worth over a thousand Ryu/Ken/Guile/etc.. None of their attacks should be able to scratch him.
That's the difference in scale we're talking about.
Both Ryu and Ken tap into it in the SFIV movie. Ryu's looking for a power better than the Satsui no Hadou and taps into said power during his battle with Seth. Ken taps into a similar power when he no-sells C. Viper. It's not outright stated, but heavily implied that both of them tapped into the Power of Nothingness in their respective scenes.
Nah, I don't really believe it was the Satsui no Hadou.
The fact that Ryu was calm, cool, and collected, completely in control, and his eyes glowed a faint blue before his Ki level showed up as an endless number of zeroes on Seth's charts leads me to think he tapped into the Power of Nothingness. The color thing is a good point, but really, given the scene itself, I don't think the intent was to have Ryu state how his desire for power was nothing like Seth's own and want to rid the world of that kind of evil then tap into evil itself to beat him.

Akuma effortlessly beat and would have killed Seth (Seth doesn't have a soul, which saved him), who utterly dominated Ryu.

That said, the scaling for the area destroyed is a bit flawed, since... Guile isn't nearly two meters tall, he's 5'11".
Still though, that crater is huge, yet Bison created a blast which proceeded to eclipse Chun-Li's, which Guile and friends survived. Oh, and do note he was only a little bruised from Chunny's best move. SFIV Bison isn't nearly on the level of SFA3 Bison, who is weaker than Akuma.

Strangely enough, when Ryu fought Seth before tapping into Nothingness, his attacks could not scratch him, and C. Viper's attacks couldn't do shit to Evil Ryu. Curious...

Juri would take out SFIV Ryu, but would get beaten up by SFIII Ryu.
SFIII Ryu = Theoretical Evil Ryu as stated in the SFIII game with Ryu saying somehting like "hey, i've reached that level without the dark hadou" or something like that.
