Because for her it was. Ultimately the zombies were put down and Nekron was banished, since by definition he's NOT allowed to be in the living universe. The situation was self correcting.

And technically they do not come back to her. Some go to the Silver City, some go to Hell, some go to Nekron's Realm.

Multiple reasons. But it began back in 1987 in an issue of Captain Atom 42. Captain Atom dies and goes on a little journey through the after life.

He sees Black Racer, which introduces himself as death. Then he sees Death of the Endless and she also says she's death. This is before confronting Nekron (I think it was before) and he is also described as death.

When asked how this is possible death says Death is a big concept. Black Racer is Death as an inevitability. Death of the Endless is Death as compassionate release. Nekron is Death as the ultimate foe.

This pissed off his majesty and he said his Death was the one true Death. So far as I know this has never been stated on panel. It's just Gaiman being a little b|tch@ss whiner.

No they all do come back to her, in that what she means is no matter where they go/think their going, they're always collected by her, as she's not just a god of death/lord of a realm where dead souls go, she literally IS death in every sense of the word. Be it from goldfish to universes, she is the thing that collects them as they die.

It's why she's considered so powerful and the only Endless who is really unstopable- noone is beyond her in the end (except the Presence I guess). I mean, it's shown in Books of Magic that at the end of the universe she collects Destiny and then the entire universe. The fact that she ends up beyond Destiny is particularly interesting, as it's been shown that Destiny is the foundation upon which the universe is built ("cause and effect is a useful tool, but not one that should be used as a foundation" what Lucifer says to Destiny).

This means nothing to Nekron. If anything she's his mead wench. Fetching the souls that must ultimately pass through his realm to either Heaven or Hell.

And she can do anything she wants to the universe and it won't affect negatively on Nekron, seeing as how he's literally the empty space between atoms and planets. What's Death of the Endless going to do to the Void who also has his own realm outside of the physical universe wedged inbetween Heaven and Hell that ALL souls must pass through?!

Isn't Destiny explicitly stated to be the oldest and most powerful Endless?

Oldest, yes (on panel proof is available). Most powerful? No (I've never seen it but I'm no expert on the Endless).

Quick question, has this ever been retconned ON PANEL (don't bother linking to interviews with Gaiman whining, I want on panel evidence)?

Death of the Endless : Death as Compassionate Release
Nekron : Death as COSMIC Certainty, the Ultimate Opponent

over which death character? and Paul cornell asked permission to use Death in his superman arc. Gaiman gave his blessings as cornell is a respected writer. and that arc was one of the best superman stories i have read involving luthor.

nekron has low showings like losing to captain atom in his own realm. black racer is just a stupid guy with skis and dc has one more Death i am not familiar with. vertigs death actually has a mini series and is much more interesting. plus hot, gothic chicks rule. Gaiman ftw.
