Its not always about power. I think the X-Men verse has made that clear through out its series.Emma has very few experiences, in dealing with the inter-workings of a God Mind. Rachel has had plenty.
IIRC , some of the TP tricks that Rachel learnt as Phoenix , were courtesy of Emma Frost .
Which god(ling)'s mind has Rachel invaded ?
Not to mention that by being amped by 1/5th of the equivalent of all the psionic energy in existence , Emma's base telepathic power should be boosted to a level where experience would be meaningless .
As an example : Franklin Richards in his first encounter with the Mad Celestials , was able to "hear their thoughts" w/o even trying , and when they attempted a mindrape , he exiled them from his mind with relative ease .
Now he isn't an experienced telepath , from what I know , but his raw power is so much that above-skyfather Godlike beings can be thrown out of his mind by the simplest whim .
So Emma has both the experience AND the power .
You see what I am getting at ?
