Quick question,shouldn't Thor's hammer be able to siphon Emma's power/ the Phoenix Force from her and render her to her normal self?

I think that was Xorn(masquerading as Magneto) who did that to Phoenix . In fact , if memory recalls , then he killed her by an EMP , and as a result the Phoenix Force itself got shattered into a billion billion pieces .

That Phoenix Magneto fought was a crippled version. During the Proteus story arc, Moira ran some tests on her and verified that she had imposed "psionic circuit breakers" on herself (this is why she couldn't tap into more power and hit a wall when she fought Magneto and later Proteus and this is what Professor X used with Jean's personality helping him to bind the Phoenix in their Psi War).

So the Magneto and Proteus loses were due to her limiting herself, otherwise she would have annihilated them.

Well , according to the scan you just posted , it was a different story-arc , so here that doesn't apply .

It was a pretty bad showing nonetheless .
