I think that's the link

Based on the events revealed in the Star Wars: The Old Republic on-line game, it's something he can do in the middle of a fight, providing he has time to focus and prepare before hand. It also depends on the strength of will of the person he's going against. Against a Jedi Master or another Sith Lord, he probably can't just do it off the cuff.
This is my non-official answer; I don't know if there's a canon version of the ability where all this has been worked out.
Drew "
So it's a non official answer. I guess he has to say that. But it's the "off the cuff" answer that's telling.

It just says "there's no guarantee that he will be able to mind rape powerful force users right away". Ok, that's great I'll give him that, even ignoring evidence to the contrary.
Actually, we never ever ever ever see him do it to "various Jedi Masters and Sith Lords" off the cuff. Never. Ever ever. Never.
I can't stress this enough. Because unless I'm forgetting something (which is possible), that is a figment of your imagination.
Never ever.

None of those -- not a single one -- have ever been established by any game, book, or codex to be the product of "off the cuff" power.
I have maintained that since the very beginning.
