And although Carol Danvers was being a bit of a ***** she didnt deserve to be mentally locked in a casket with the bodies of some of the dead students just so emma could make a point. Scott seems more forgiving of mind altering as long as hes not the target.

It depends on the context.
Scott has told off Emma more than once for messing with people's minds. He might take less offence to it when it's not his own mind, but that's a pretty human reaction.
And Emma messing with Kimura or Carol Danvers isn't the same as what Charles did to Scott, so I don't think they can be equated, tbh.

He has given Emma shit for messing with people's minds, though. And Kimura was a villain... If she was a hero, I might have cause for worry, but she wasn't; she sort of had it coming, don't you agree?

I think Cyclops knows full-well what Emma gets up to, and he feels like he has to control her. Maybe he doesn't do enough of a job about it, but Emma will never go full-villain because Scott won't let her. Yeah, she straddles the line sometimes, but Cyclops is, sadly, fighting a war now, and until she does something unforgiveable, he can't really afford to take her out of the game.
I mean, this is the same team that had Wolverine as a member for years.
