They did hurt Dorf.
The curse was broken when Dorf. Was defeated who supplied his power to Zant's. This was explained in the game.

The light arrows literally disintergrate lesser foes, they possess powerful magic to destroy evil and are made from solidified demi gods, if these can't kill Ganon, AK is hopeless.
