alright,

cypher (doug ramsey) - might be able to counter TAO's people hacking with a similar hack of his own.

doctor manhatan by the end of watchmen- too alien, powerful and distant to care.

Genis - Cosmic awareness can offer a counter as might high end telepathy

Some characters might be too dumb/mindless to be manipulated:
Doomsday, Boom Boom (not a joke, nextwave is canon), etc.

Tao has affected some strong willed characters. The only reason grunge resisted is because hes pretty dumb.

I think Hal would actually win a willpower battle, even though he's the opening opponent.
