Actually it was UniverseS. He was also affecting multiple reality as well. This was when he had the power of 3 reality warpers.
Well, I'd say for sure Tao could control any one or few of Maddrox's dupes, but what is his highest feat in terms of number of people controlled?
It's kind of a technicality, but I'd imagine Maddrox's highest number of dupes feat would outnumber the number of people Tao could control, given his powers aren't psychic or anything like that, but require him to actively control a person.

His powers are vague, but they have been hinted that they very well could be psychic in nature.
