Oh really? You must've been reading a very different superman than me or not reading at all. Lord could only manipulate superman because of superman's guilt over killing alternate reality kryptonians acting as a backdoor for him to enter into his mind and it took him years to do it. Telepaths have died trying to enter superman's mind and his feats against telepathy are monstrous.

So are we talking strictly about willpower here, or just their ability to resist Tao's mental manipulation?

In all seriousness, Superman has issues surrounding the use of his power, it is these reservations that hold him in check. TAO could play with that very easily.

TAO is working on a level Superman has never faced. You can't hide anything from TAO so it is not a question of "Entering" since everything is exposed.
