Under current stipulations, without the belt, I have to go with WBH becAuse he was beating up class 100 beings who were amped 1000 times their normal levels, even though these amped class 100 beings were getting disintegrated before the ground they were standing on in the dark dimension while WBH and Betty fought.

I haven't read that arc, but was B & T Thor amped? Was there any context behind B & T? Maybe the heralds didnt want to harm thor/ help him while thor was going all out.

As for the fight itself, in the OP Thor has the Power Gem...
If Thor indeed has the PG, then Thor wins this fight...
If this is Blood and Thunder Thor sans the PG, then WBH wins...
The only reason I think its a stalemate is...the gem makes you completely invulnerable. Hulk doesn't have a way of taking this version of Thor out physically. Let's also not forget the PG was making Thor stronger by the second. He wasn't amping on Hulks level but he was amping physically enough to be a threat. Include his invlunerability (including Hulks) and this fight is pretty much a stalemate imo.

Yes, this is Thor and Hulk as shown on the OP pic. So yes Thor has the PG.
Thor was Thanos level with the PG. Thor demonstrated that he could tap into it whenever he was in a pinch also. That with the added invulnerability of the PG, makes me think Carver is right. Hulk will be tossing Thor around, but Thor can keep tapping into the PG's power and with the little versatility that he used in B&T, get the stalemate.

Nothing shown on panel proving Hulk had limits, if anything, Hulk was getting more powerful in the Dark dimension. This doesn't include Pak stating She Rulk and Hulk would be doing their fight forever with everyone dying and coming back to life. I don't even know how you are comparing Hulk with the gem...both showed unlimited potential but if we looked at what the power gem has done physically versus what Hulk has done, then his physical ft piss on a PG user. The only reason I said stalemate was due to Thor being impossible to knock out.
Thor tapping into the power gem at the level he was during b and t is not spitestomping wbh. That is just absurd. He did nothing with it to even put him on wbh level physically or even near it quite frankly. Where is the proof of this absolute invulnerability it grants? If we are going with the no limit fallacies regarding the gems capability and ignoring what he actually did with it then yeah, he could spite stomp hulk. He could probably spite stomp Odin as well if that's what we are using. But if we are taking into account what he actually did with it on panel...wbh wins.

There is no "no limits fallacy" concerning the Power Gem...
Have you forgotten the gems origin story? The gems form the CORE might of the power of GOD.
The Power Gem potentially gives its weilder access to infinite power, so yeah, Thor with it would eventually defeat anyone...
Do you remember why Warlock (And later Thanos after learning what was going on from Pip) was trying to stop Thor? Eternity warned Warlock that Thor was going to threaten the universe; the Power Gem would have eventually empowered him enough to do just that...
So yeah...Thor with the Power Gem would eventually defeat WBH.
