manhunter and chuck are peers. each one may have feats outperforming the other in a particular area, but they're certainly on even footing.

cassandra nova is a level above them. IIRC another good feat from her was simultaneously mindpawning chuck and a jean who was already manifesting the phoenix force. she was easily trans imo.

MM has feats on taking down cosmic entities as well, so why is Cass a step above?

no, just personal opinion. I'd never make a ruling on something unless it was a blatantly stated fact (or just blatantly shown) in the comics. if it's open to wide interpretation, I don't tend to touch it, really.
