You need to be as invulnerable as Superman to travel time the way Linear Man's tech allows him.

Notice how Superman didn't even know if the bomb went off. This follows him yelling "No don't" after we seen the moon blow up. We see it, Superman doesn't, but he knows it happened.

Also, Linear Man would have had to send him through time as well. Which would have been hard had the explosion already hit Linear Man since he would have been disintegrated and Superman wouldn't have time traveled.
Now the feats Rao brought up on the other hand were way more impressive and actually happened.

It's more like the writer trying to create drama than show that the Surfer was nearly killed. Surfer does NOT have some sort of uber healing factor that allows him to just get up nonchalantly seconds after a near-fatal injury.
Hell, if writer's intent was the main basis of Surfer "being nearly killed", then the same thing for the Thor falling to his death scene could also be used.
Like I said, every single character statement was overruled by the fact that the Surfer simply woke up, stood up and look completely ok after said impact.
