True, but a lot of that is PIS. Someone like Oct or DD can tag him legit, thanks to their unique abilities, but Batman isn't really in his class speed/reaction time wise.
If the SS was common knowledge, maybe he could defeat it, but even then, he's hard to pin down. Many have tried...

Injustice has this plot point where Kryptonian nano tech amps the humans to explain why they can slug it out with high end bricks.
Yet Batman was beating down Luthor in his Superman busting battle armor, and schooling Slade, well before the plot device. 😄
