A ship, by definition is a vessel too big to be carried by another vessel, thus the difference between a boat and a ship. Those troop transports aren't packing any heat that we've seen either. A warship, by general definition, is also supposed to carry armaments with which to wage battle with, as far as I can tell, those shuttles didn't even have basic shields, or armor. If I were to hazard a guess, I'd say those are the Klingon equivalent of Technicals, not even APCs.
