to answer your first question: no, when superman traveled to the fourth world, the only thing that changed was the scale, he had the same abilities but on a much bigger scale.
2nd question: orion already explained that superman was already altered by a boom tube, that's why he can dwarf planets in the first place.

see those little balls engulfed in flames? as superman himself said, they are entire planets, so if boom tube hadn't altered superman's size, well, you get the idea how small he would be.
BUT this is contradicted in the supergirl comic:
when supergirl traveled through a boom tube into the fourth world, she didn't get altered, apparently, only new gods get altered:
