Monarch destroyed Earth-51. Not Prime. The entire Mxy thing is PIS or Mxy just trolling him. And stalemating Monarch is not Supergod Herc level. You may not know this (lordie, I hope you don't), but a gutted and weakened Supergod Hercules restored more than 98% of the 616 universe instantly.

Neither Monarch, nor Superman Prime even come close to approaching that level of veritable omnipotence.

Mxy magic was being contained by that alternate reality Zatanna IIRC. Although, that's even more PIS. Goes to show, no one is safe from jobbing, no matter their power level.
