I dont think the implication was that was BlackRacer in the scan (it would have to be a crossover after all) but that all that is needed is to remove the cloak. Thinking he can isn't a large leap him being a rep of death himself and having insane speed to aid him.

He's an aspect of the actual ABSTRACT of Death like Death of the Endless and Nekron! He represents Death as Inevitability :

He's simply beyond Hela.

Im at half power easily killed him. Removed his heart iirc. Hela beats him. The guy doesn't really have any impressive feats or portrayal IMO.
