Has the Black Racer ever been in a fight? This is the only one I can recall and while he did slap away Cyborg, he was seriously hurt by his cannon as well:
He's definitely far faster then Hela (Kept up with Wally in this issue until he was bfr'ed via Boom Tube). He also seems to have a higher function/responsibility but that isn't automatically equivalent to battle power. Hela's not a New God, so he can't automatically claim her soul.

Superman was brought upon apokolips by darkseid which you see where parademons are carrying him, he gets in a fight with darkseid, hears a distress call from Steel and finds him dead on the moon. Hmm, it's not in this issue, do you have a scan? Has to be very clear cut to counter that art. The Black Racer is glowing/pulsing with energy as if he's the focal point as Superman seems to be thrown back violently by some kind of force. Did Superman punch a force field or something that caused a back lash? I find it hard to believe the Black Racer can no-sell a punch from him but whatever, at least it's not Thor.
