Well that's a fair point. I guess if they rebooted with a decent story/script just to make a better film as part of the JL movie verse, then that would be a good idea. But they would have to recognize that it won't generate much in terms of profit, and would only be useful as part of a larger profit plan.
Still as far as I'm aware there are no plans for a GL movie reboot before a JL film. I think WB are just too scared to go there again until a point where they know it would be safer (e.g. after a JL film where GL stood out and was gaining popularity). But let's face it, who can blame them? Especially when even Marvel still seem to be hesitant to go back to doing solo Hulk movies.
I think they can get away with it if GL appears as part of a larger group film, with some cosmic menace to justify the Corps. Then they can attack the problem sideways just like Marvel did with TIH; it was half sequel, half reboot. So the GL Corps is out there, but hey here is everything looking brand new.

If DC executives weren't so numb in the ball sack we could have gotten an awesome justice league movie by now - Superman, Batman, Wonder Woman, Martian, Green Lantern and Cap marvel.

Although later than the rest, Cap does join the justice league. And I'll have you know, Cap is vastly different to supes - as Cap is an immature inexperienced boy in a mans situation, as opposed to supes, who is a godly perfect man
Having Cap and supes side-by-side would create an interesting contrast between the two seemingly identical characters.

That's the other thing, WB/DC is going the route of dark and gritty, instead of Marvel's more fun approach. Captain Marvel would obviously not fit in with the dark and gritty approach. He would fit into a more fun Universe.
But hey hopefully they figure out a way to integrate him eventually if WB's JL plans all work out.
I think with the right people, yea, it could be tons of fun. A kid transforming into a superhero? Magic power fantasy at it's best, people would eat that shit up imo.
