That's the official word but we already have the TDKR Batman logo, the armored Batsuit from TDKR, a rumored Robin that has only appeared in TDKR and not to mention that Snyder has asked for direction from Frank ****ing Miller himself.
It's a sequel to MOS the way Avengers is a sequel to IM, Thor and CA.
So it's a continuing story in that Universe but it's not MOS2.
The Dark Knight Returns(comic book) is clearly having an impact on this movie. But it will likely only be very loosely based on it with major changes kind of like Days of Future Past. So for example there was no Wonder Woman, Cyborg or Aquaman in The Dark Knight Returns comic. But those 3 are in this movie.
The Dark Knight Rises(Nolan movie) has no connection with this movie at all.
