I've already thoroughly explained this to you. Once again, your arms and legs move in proportion. And I would gladly say that to a martial artist. What would a martial artist, or a Wing Chun guy in particular have to say about it? Can they move their arms faster than their legs?
No. Not really. Wing Chun's punches are not fast at all. They are straight from the elbow, extremely short distance punches that lack the rotation to have any real speed. They are QUICK however. Seeing as they travel a very short distance, of course they are. Quickness and speed aren't the same thing. Quickness is just regarding the passage of time. Speed is distance over time. A Wing Chun punch is slower than a huge overhand punch. The latter uses a lot of torque and rotation, and thus are much more powerful due to more body weight being used,and faster in mph due to more length being used along with the rotation. They aren't as quick however because obviously they are telegraphed and have to travel a longer distance. Kicks tend to be even faster than that. Don't be fooled by the short distance, high frequency looking punches of Wing Chun. They can do a lot of them, but that's only because the start and stop is extremely quick because of the short distance that they have to travel. Sit on a chair, and just kick at the air like you're doing liu kang's bicycle kick. Your feet won't move at any noticeably slower frequency--if at all-- than your arms will. A top boxer like Ricky Hatton can punch at over 30 mph. A top sprinter like a Usain Bolt can run at like 27 mph. Not any significant difference.
Kratos' movement speed is on par with his perception speed. He has feats of seeing debris fall in slow motion relative to himself, i.e. his body appears to be moving in normal speed while the former does not. He also was caught in a time dilation that slowed his body down, and we get a first person view of this; from there Kratos' starts seeing his own body as suddenly very slow to him because it no longer matches what his perception level he operates at.
As for Link? Kind of a red herring here. The Golden Gauntlets only don't amp striking power in gameplay. There's no word one way or another on whether it canonically would or not. If they didn't its just as easily explained away as a case of magic where the gauntlets are specifically designed for one purpose and one purpose only.

Dude i'm pretty sure punches are faster than kicks. Ever heard of the Chain Punch? Look it up and try to get your legs to move as fast as your arms are.

Wing Chun chain punches are not fast. They are quick, because they only have to travel a short distance. There's a difference.
An overhand right or left is faster than any single Wing Chun punch in mph terms. They are not as quick however, as they have to travel a longer distance. And again, sit on a chair and just pump at the air like you're on a bicycle. Your legs will move comparably fast to your arms.
Your arms and legs move in proportion. In the time frame it takes you to throw a punch ~1/5 second, you can also take a step forward.
