He was mentally compromised. Yes, he showed a varied use of his powers, but the fact remains that his attitude and his demeanour were almost completely contrary to his long-established behaviour in combat.
You want to argue that Superman wasn't restraining his strength? Sure, go ahead.
It isn't, however, usable as an example of Superman operating at peak efficiency, or even close to it.
