Hulk IS a dumbass lol. Green Lantern can create anything he can think of... I've explained numerous ways that Hal can win.

Most likely scenario is Hal lasts a while but Hulk just ends up trashing his constructs and puts a beating on him. Trying to suffocate or drown Hulk like you suggested is a waste of time when he will just adapt to that environment.

Hal absolutely can beat the hulk at his best. What you are trying to say is that standard Hal cannot take the World Breaker version of Hulk. This thread could just have easily been Hal vs Hulk with Hal able to go "parallax" mode. At each characters peak of power, Hulk isn't winning.
Also...
Changing the environment isn't to defeat the Hulk. It's to Neutralize his strength until hal can formulate a plan to dispose of him.

To be fair, Odekahn DID say Hal at his best.
Who was Parallax, at the time. WBh can easily be trans....but Hal at his best is either Spectre, or Parallax (if you want to keep the GL thing going). Wouldn't look pretty.
