Then again as Q99 said most fictions have character aim-dodging lightning, like knowing a bolt is about to be launched at them. That or if the character sees the bolt from a notable distance and moves by the time it reaches them.
For instance: A Mach 180 lightning bolt goes from sky to ground and a guy sidesteps it. If that guy saw the bolt when it was 1km away and it takes that time to move a single meter, means he would only have to be moving at Mach 0.2. Around a mere 150mph.
All depends on the situation really.

I can agree with this...
Talking about reacting only after the lightning is on its way, something like Val Armorr dodging lightning at point blank range is different from moving out of the way from 1 kilometer's distance, certainly.
As far as aim dodging goes, that's kind of a "dime a dozen" skill, though. All it takes, is being faster then someone can track, which almost any street leveler worth his salt is.

Anyway, Kakashi could dodge lightning easily with sharingan, as shown when he fought Kakazu. Plenty of people can dodge lightning that are weaker and slower than Kakashi. 👆
