Sidious is an Imperial.
Starkiller was on the verge of losing his consciousness according to the novel but held on long enough to put his defenses down in order to open himself up to the force and throw everything he had in him at Sidious, which left Sidious standing and left SK on the floor dead. He was no match for Sidious, and would have died either way. That he held on long enough to hurt Sidious with Sidious own lightning, does not suggest a parity between them. One was dying (SK), the other one just showing signs of pain (Sidious). SK sacrificed himself and unleashed all of his power on Sidious, which did nothing to Sidious.
He was no match for Sidious. He held on long enough to hurt Sidious with Sidious' own lightning, but SK was always on the losing end.
