Hulk is consistently above the likes of Ganon in strength. He ranks two tiers above Ganon simply because of it.

And yeah, the Ministry is apparently super incompetent. Even if armour wouldn't work, a Riot Shield almost certainly would.
Muggles are by canon way more smarter than wizards.
