I think People complaining about the certain villains in comic book movies are used to The "Nolan formula" of showcasing a villain.
step 1. have the villain on screen as much as possible.
step 2. have the hero in civilian clothes as much as possible.
step 3. have the hero in costume for very few key scenes only.
reason for step 2 and 3 ; for the hero to not outshine the villain Nolan is trying to showcase. Even though the reverse happens for the hero, which everyone seems to be forgetting while being on the villains nuts. End result ,Batman being very underwhelming hero compared to the villains in the trilogy.
