I actually chatted with Simonson a bit on Alvaro's years back, where he used to hang out on the New Gods board. He said he never even watched DBZ when people kept telling him it reminded them of it.But yeah, he did confirm he meant for the battles to be at super speed.
I've read my share of New Gods, but I'm far from, a buff, so don't know of any examples off hand where Orion used super speed that didn't involve interstellar travel.. Mr. Miracle and Lightray, some of The Forever People, and Infinity Man, they used blatant super speed though. Mr. Miracle even fought evenly with Pre Crisis Superman, and beat the crap out of Big Barda in hand to hand, implying all New Gods had high end strength and speed back then...
But if you know of examples, or even better have scans, now's the time to break them out.
He used his speed throughout the Simonson run. Remember when Orion blitzed Darkseid's minions while in a comatose state? I believe that was in Simonson's run as well.
New Gods have been known for their speed. I recall Superman being surprised by the average New God, because they were moving close to the speed of light.

Orion is faster than the Hulk. Hulk also has speed feats to his resume. This isn't to say ignore the bulk of their history and rely on their limited speed showings as your entire argument. Hulk and Orion will trade blows and this greatly favors the Hulk. Hulk is the strongest top tier hero there is.
Orion will hit Hulk with many more blows due to his superior speed. Given his strength this gives him a clear advantage. Coupled with the motherbox's versatility the Dog of war wins.

Based on?No he wouldn't. I want you to prove that Hulk doesn't start off as a high Herald strength wise.
Let me be clear.
Hulk starts at around 100 tons.
Orion starts at above 100 tons.
The Hulk's dynamic strength obviously closes the gap and will exceed Orion's given time.

Orion likes to slug it out. He loses.

Ok, I dont think you understand my question. I want you to prove that Hulk starts off at 100 tons or less than Orion strength wise. Show some scans.

What of Hulk? He's always been written where streets can dance around him. Even streets who have less impressive speed feats then Spidey or Daredevil.
Wait a second, I believe that you've just tossed out the low ball. What about Orion's moments? The lead block, how about the titanium....? See how we can play this? If we take those scenes into consideration Orion wouldn't even be able to hurt Hulk.

So?
He would get overpowered like a baby flipping a toy truck.
Grey Hulk lift things like this in his sleep.

Colossus has ripped through Titanium, something that Orion failed to do (look at him struggling to lift this. Hulk could have lifted that with his pinky toe).
