Generally in DBZ though, when someone says they can or someone else can destroy something, they will say if they mean over time. Either way, it lines up with what we've seen in cannon, and even in movies, meaning it's pretty legit, and you can't disprove it.

There is a difference between being shot by a powerful opponent vs a planet exploding on you. Cell can kill Goku with a blast that wouldn't even lay waste to a city but that doesn't mean that it takes less than city level destruction to kill Goku. It was cell power that killed him, not the planet explosion. Frieza actually withstood a planet explosion whereas Goku blasts (especially his last attack), ripped through Frieza. Another example...Vegeta endured Nappa two finger city destroying attack without a scratch and that attack was seen in space but yet Frieza killed a more powerful Vegeta with a blast that didn't even destroy the rocks behind him. There is a time to use collateral damage and a time to use common sense. Frieza survived a planet destruction but he would have melted instantly from the same attack that killed Goku and destroyed snake way. What we know is, Goku is more durable than Frieza as shown per his fight against Trunks. Anything after that is a stomp. DBZ isn't inconsistent, people just don't think.
