I hope they make Luminara > Inquisitor, but I kind of doubt it.
They will. Inquisitor is only really a threat to these lesser Jedi we will see. He's wouldn't survive an encounter with Obi-Wan according to Filoni, so I doubt he would fair well against the likes of Luminara either.

^ But I think my point stands that it was an option for Sidious to explore had he felt Maul had the greater potential.
Also Lucas has explained that before ;
"And when he finds out Luke is his son, his first impulse is to figure out a way of getting him to join him to kill the Emperor. That's what Siths do! He tries it with anybody he thinks might be more powerful, which is what the Emperor was looking for in the first place: somebody who would be more powerful than he was and could help him rule the universe. But Obi-Wan screwed that up by cutting off his arms and legs and burning him up. From then on, he wasn't as strong as the Emperor -- he was like Darth Maul or Count Dooku. He wasn't what he was supposed to become. But the son could become that."--George Lucas, Rolling Stones Interview, 2005.
Lucas says Vader was like Dooku & Maul. And he was talking about TPM Maul, since this quote belong to 2005.
And I agree that they are really close in terms of power, Vader - Dooku - Maul
Vader has some advantages but he has weaknesses as well. (such as speed)

Pretty sure he's talking about Potential Power there otherwise Lucas would be implying ROTS Anakin was on par with Sidious-
From then on, he wasn't as strong as the Emperor
But either way you're right because by that it means Maul and Machine Vader's potential approx on par, so that would answer why Sidious doesn't seek to replace him with Maul again given the difficulties it would take to get Maul back in that position.

They probably will honestly. I think that's likely how Vader himself will get involved.
Maybe. But I think we can agree that the only reason Luminara is alive is for Barriss to come in.
I actually heard an interview with Filoni and how he like Barriss' character and how he thought her dying would be a waste or something like that. I haven't listened to it for a while, but here's the link if you're interested: https://www.youtube.com/watch?v=YZXsF1qa6q4
I don't know where in the interview he says that though :/

I dunno if they'll be more powerful. Hell I mean they can even have Kenobi face Vader again.
No they can't. Not unless they want to remove all the meaning in Vader's talk with Kenobi.
But then again, they didn't care about "My powers have doubled since the last time we met, Count"...

They should be given that they're older. Jedi/Sith tend to improve over the years.
The exception was when Maul was mentally unstable between TPM and TCW.
Would also explain Kenobi doing so well against Vader in ANH.
They'll both be around ROTS Mace Windu's age in Rebels.

Well they did purposefully never let Anakin meet Grievous in TCW specifically because of their statements to each other in ROTS. So I doubt they'll have Vader meet Kenobi.
They will mostly leave Kenobi on tatooine, but nothing wrong with bringing him out for 1 or 2 story archs during the whole series.
