Based on the fact that Quicksilver is a shit ton faster than him. Kryptonians couldn't dodge bullets, Quicksilver plucks them out of the air and plays with them.

Given feats QS could dance around MOS Supes all day. Whilst QS hasn't shown sufficient Power to put down Supes. He'd also have no way to hit Supes in the air.

So the correct answer is that MOS Supes eventually tags QS. But it'll probably take him like a day to do that.
