1) Technically - and kudos if this was your angle - Sandor Clegane isn't a knight, either. But though the show might blur the lines a bit more than the books with regards to his training and history (I recall him standing with the royal family during the Tourney of the Hand in the former, and is certainly never featured jousting so well he unhorses Jaime Lannister as in the latter), the Hound is of a much more conventional breed than Oberyn ever appears to be, and he meets every other stipulation up there (jousting being a potential exception in the showverse).
2) Oberyn's already beaten the biggest, baddest man on that list. edit: At least by my understanding of the versus forum standards.

That said, if the Hound gets a shield he might smash Oberyn, even in the show.
