Either GRRM was being imprecise in including the Hound (who is in GRRM's universe a knight in everything but name) on his list or he is being deliberate in referring only to those ("active"?) warriors fitting the knightly mold, which, formal training or no, Oberyn does not. Either way, Oberyn is exempt.

Well no, I'm going to go out on a limb here, take a stand, perhaps be a bit outrageous, and say that Oberyn armed with no weapon at all wouldn't beat Gregor Clegane.
