Exactly. It didn't fail commercially, but it failed expectations. Made less on a bigger budget than Avengers and it failed to create the hype that Avengers did. Which in turn could translate to lower box office numbers for future MCU projects.
After seeing Avengers I was hyped imagining what the sequel could bring. AOU didn't do that for me and it certainly doesn't have the re-watch value of Avengers. I recently watched AOU for the second time at home, I was bored through large portions of it.
